SILC Innovations Learning Update - PSP Network Development
In August 2008, CRS Uganda launched a pilot project to establish a market-based approach to delivering SILC services to communities in a sustainable manner through the Private Service Provider (PSP) model. The premise was to train and certify qualified Field Agents (FAs) as PSPs so that they would be able to market their skills to community members, sustainably support SILC groups, and earn an income through a fee-based system. The project also aimed to develop networks of PSPs that would manage the training, supervision and certification of future PSPs after a certain period of time. The following is an update on the development of PSP networks in Uganda since the launch of the pilot. While the networks are nascent, the experience is helping to provide guidance to the partners in Uganda and other countries on potential strengths and gaps to be addressed. It should be noted that promising trends are also being observed in Kenya. However, this paper will focus on the learning that is being gleaned from Uganda.
